The primary were "invented" ( invent verb is correct because if the inspiration is American, its implementation are all Italian ...) at the time the nomination of Romano Prodi as President of the Council. Instrument of popular legitimacy of a candidate who was not a party esprerssione directly, through a plebiscite - we thought - Prodi would surely have enjoyed a strong role with respect to the coalition that would say: we all remember how it ended. ; After the primaries were used, the PD in a particular way, as a means of selection of its ruling class (with attached staturaria rule which states that the national secretary is also the candidate for the Presidency of the Council): in this case, however, with a participatory mode in which power decision- was not given only to members but to anyone who "profess" his sympathy for the PD. When they were used for selecting candidates for mayors and regional governors, they have now caused more than a few headaches. Just today the former rector of the University of Padova, Gilberto Muraro, rely on newspapers Finegil a reflection that, in essence, translates in simpler language in an argument that many are pursuing within the PD. That, in summary, basically says this: weak side of the primaries, as they are made, is the fact that to win, one vote is sufficient in most of the other competitors but winning means having the majority of those then go to the polls. In other words: I can win the primaries, even with only 20% of the vote, that is a tiny part consensus that I need to win elections. Not only that but with a tiny part potentially also in relation to the electorate which I speak. In fact, these primary Italian missing something very simple: ballot. If I have more than two candidates, with ballot push the two "finalists" to try to allerasi with the excluded and at the same time I can increase my consent. Otherwise experiment with a long distance there is to win the primary with 30.35% of the votes and the percentage of which would need to win the real election.
